Firefox Clearing Cookies Problem

When I exit Firefox, all of my cookies always get cleared when I start Firefox up again (only the cookies are deleted, FF still remembers PWs, just have to re-log in every site). I don't have Firefox set to clear cookies upon exiting (checked, its set to keep cookies until they expire), and have tried reinstalling FF (worked for about a day before it began deleting cookies again), and using an add-on like CookieCuller, none of which have worked. Any help would be appreciated.

adjust your settings in Tools > Options > Privacy > uncheck :Always clear my private data when I close Firefox"
