Downloads Keep Stopping!

Everytime I try to download a file, whether it be big or small, it stops halfway or just sticks there and doesn't move, even after waiting for an hour. I can't even install Internet Explorer! I've tried every safe site I know, but it doesn't matter. I know I don't have spyware, malware, viruses trojans etc. because I have ZoneAlarm and Kaspersky and recently posted a HijackThis log.

I have a Linksys router and when I tested my download speed on an internet connection test sight it said It was 3 Megabits per second, so I KNOW it's not my internet connection (at least I hope not)!

Someone, PLEASE help me.
