Snow Leopard Upgrade

Will the $29 Snow Leopard (OS X 10.6) upgrade package that Apple is marketing as an upgrade for Leopard (10.5) work as an upgrade from Tiger (10.4)?
My understanding is that it is an upgrade package and may rely on some parts of the Leopard operating system to function and truly upgrade. I am running Tiger right now and am trying to figure out a way around getting Leopard just to upgrade to Snow Leopard. (Also the Snow Leopard package for a full, clean install copy is $169 >_<).
Are they just marketing it as a leopard upgrade, or will it work from tiger as well?

I just upgraded my IMac from Tiger straight to Snow Leopard although it only suppose to upgrade from Leopard. I had a copy of Leopard to install if I necessarily had to upgrade from Leopard.
