dose any one know how to fromat hard drive after being used inside windows XP outside XP evniroment???

I am not really sure as to what you mean. Are you asking if there are any programs that allow you to format your hdd that don't require Windows or another OS to be run from? Cheers!

Could you clarify what you want? It sounds like you want to format your hard drive that holds your install of Windows XP, so you're looking for a formatting tool that does not require you to be booted into that specific install of Windows.
Knoppix, GParted Live and probably a lot of other live CD distributions would come with disk formatting tools.

boot from XP CD .. procedd to where they ask where you want to do the install. When you are pronpted to delete partitions .. delete them
use Gparted or Magic Parted Live CD's, boot and the use the partition tools to remove whatever you don't want. There is no point in formatting the partition although you can create partitions should you want, until you know what you are going to install. Windows will require NTFS or FAT32. Linux will want partitions formatted as EXT2,EXT3 , reiserfs and/or SWAP. You can leave the install to decide what you need or do it manually (slightly more tricky and requires research)
