Could you be a little clearer on your request? I assume you're talking about the shutdown buttons in a specific GUI, like KDE, Gnome or XFCE. Telling us what distribution and graphical environment you are using will help.

Can you also explain WHY you'd want to disable the shutdown button ??
Without it you'd have to either shutdown using Command line from a terminal window or remove power at the plug. The second may cause data corruption and failure to reboot.
