CD ROM not recognized with Hard Drive

I am trying to install a CDROM into an old PC, well not really that old but it's kind of obsolete... I am trying to put a CD ROM in there but it won't recognize it as long as I have the Hard Drive installed, Now I know you may be thinking it's the jumpers or position on the cables, but I have changed EVERYTHING! I have changed cables, tried using the other IDE port, tried separate cables, set cd rom to master, cable select, slave, everything... This problem has plagued me for a while now and I really want it fixed. Any help would be appreciated.
