Broadband Service problem

I am regularly having problems with my Broadband connection - the service is appalling during the evenings but I don't know whether this is due to the Internet being busy, my ISP being overstretched or heavy usage by whoever is sharing my "line" (the contention users). I am on a 1 Mb service which is all that my telephone line will permit. My connection is via a Linksys Modem/Router connected to my phone socket with a filtered RJ11 cable and the network side is hard wired.
My ISP has checked and refreshed my line and made alterations to the "settings" whatever that might be and whilst the bandwidth seems to be regularly up to or very near my maximum, tests using MySpeed Bandwidth Test suggest I have a very low QoS (typically around 12%) due to a very high and sustained TCP Pause value (around 1000-1200 ms for 2500 ms).
I apologise for my lack of expertise on these matters and my efforts to describe the symptoms but wonder whether the TCP Pause is the culprit and also if this is "set" by anyone and if so by whom?
