Frankly, it most likely is not your problem, but is the phone company who is the root of this problem.
A phone company does not have to promise anything over something like 14.4 access or so. What they do is run lines and when there becomes more housing needing service, the use a splitter type interface that distributes the access between more customers, thereby reducing each one's capable speed on that line. This happens quite often when new housing comes near where you live as the line is split down further.
I used to have this problem, but finally convinced one repair person to hook me directly up to the main line, so I now get most of the time 49.6 to 52.2 or so. The guy that did mine (he wasn't supposed to do this, but did it as a favor) it lived in the country also and even though a phone tech, was only getting 14.4 to his personal computer. Therefore, most likely, you have a problem you can't solve, expecially if you live a long ways from the main station.
