Depending on the lease times involved, just turning off the modem won't do the trick. Let's do this the right way.

Turn off ALL the equipment, modem, router, and all the machines.

Turn on the modem, then the router (if you have one), finally after a couple of minutes, boot up the computers one at a time.

The reason this happens is that if the router is restarted, it forgets about all the IP addresses that it's assigned, and starts at the beginning of the DHCP address pool. However, if the machine(s) have not been rebooted, they still retain the existing IP address until the lease expires. That can cause the duplicate IP address issue.
