Neither am I.
It obviously looks like an ISP issue, but you'll have to fight it off with them. Most of them will stay arrogant for a while until you take it to the head. Then they start to budge and inform you of some more legal rights and options.
I had a connection problem on one of my spare computers back in December with an ISP - I took them to court while they remained stubbornly defiant. Two days before the court meeting the Regional Head of Department phoned me up and offered me an incentive enterprise upgrade package for free (35/25)
or that I could cancel my contract in the next 20 days with them (a 12 month $1000 contract 69 days into it).
I choose the free upgrade at the old package price and no problem since then.
