DVDs won't play

I get an error message on my computer when I try to play a DVD. If I use WMPlayer, I get "Windows Media Player cannot play this DVD because a problem occurred with digital copyright protection"
Error ID=00xC00D1163
If I use MediaMatics i get "There is a problem with the copy protection system within the DVD-ROM drive. Playback cannon continue. Press OK to close the Player".

I have an HP Omnibook XE3, with a Pentium III processor, 693 MHz, 256 MB RAM. Running xp Pro with service pack 2. The DVD drive is a Toshiba DVD-ROM SD-R2002. I can play cd's no problem, and non copyrighted DVD’s. The regions are correct. On my hard drive, I have 12.1 GB of 18.3 GB free. I use WMP to play, but have mediamatics installed, as well as DirectDVD.

Someone suggested that my decoder my not be correct (it's a work computer, passed down). Can anyone recommend a free decoder download (if it exists)
