I searched around and found someone's solution to a similar problem:

"The error message "windows could not load installer for..." is most likely cause by a missing or corrupt file called "syssetup.dll" in your C:\windows\system32\ directory. Go to google. Type in "syssetup.dll" and download the file. It worked for me. Good luck "
