You could also try a clean reinstall of your dvd writer.

Start in safe mode. Try to read a DVD and check that the problem is still there. Go to control pannel => system => hardware => device manager. Select your dvd burner under CD/DVD devices, right-click and uninstall. Reboot in safe mode and it should detect your dvd burner. When asked for the installation disk, insert the CD or enter the path to the updated drivers.

See if it can now read DVD's in safe mode.
