Well, you can convert speed fan to display in fahrenheit if you are more familiar with that system of measurement. But 47c is about 116.6 degrees fahrenheit. Can't say that is high or not. You would have to check the specs for that CPU. Doesn't seem really high to me, but it can be the cause. Check your BIOS settings, it may be set low for protecting the CPU. If it is, don't mess with it till you know what the max temp is for that CPU. But, I wouldn't set it at the max rated temp for it either.
