I'm going after fixing this entry:

[HKEY_CURRENT_USER\software\microsoft\windows\currentversion\policies\system]
"DisableRegistryTools"=dword:00000000

I could have given you a regfix, but as I'm not sure if your regedit is working, I thought it quicker to use the above tool which will address that, as well as any other entries that may belong to the infection that caused the Disabling of Registry Tools.
