If you are running the stock Intel heatsink and fan it is likely to have a thermal pad between the heatsink and the CPU. This is not the best conductor of heat and the stock fan and heatsink are marginal for a P4 running at 3.6 mhz.

At a minimum I would remove the heatsink and cleaning the old paste or thermal pad goo off the CPU and the heatsink and get a tube of Arctic Silver 5. Apply that according to the AS5 website instruction page. There are other heatsinks available that will fit the P4 chip that are much more efficient.
