You have a ide hardrive, go to the above link, read the instructions and create a bootable floppy, then boot from it and follow the instructions to test the drive.

If the drive tests good then go to the above link and download the tool and again create the bootable floppy, boot from it and using the tools write zero's to the drive then again using this tool partition and format the drive.
Now install windows again if it still won't work post back with your full system specs and we will do some other tests
