Choppy videos is a common issue, and unfortunately, there's nothing you can do about it at the moment. You can download the latest patch and see if that helps, but I doubt it will. Unfortunately with Oblivion, there are just some problems you have to live with at the moment, and this is one of them. Don't worry - there's nothing important you're missing in the movies.
