The X1300 is a low-end card to begin with. The PCI version is even more limited than the AGP or PCI-E versions. Far Cry is a very demanding game, and I'm not surprised you're getting low framerates with an X1300.

What can you do to fix it?
1. Buy a better video card.
2. Put up with the low framerates.

You could increase your RAM from 512MB to 1GB, but that would only help a bit, and wouldn't allow you to increase the detail level at all. Unfortunately, when you buy a low-end card, you're stuck with low-end graphics.
