Are you using the Classic style ??
If so :
Right click on the Start button, select Properties, click
the Customize button for the Classic Start menu option
and make sure Enable dragging and dropping is checked.
If you are using XP Style (The StartMenu one above classic) :
Right Click on the Start button, select Properties
Click Customize next to Start menu
Click Advanced at top
Make sure Dragging and Dropping is checked
