Hi,

I have that board and I can tell you that a 300 watt (especially a cheap one) will not run that board if you have most anything on the darn rig at all. Therefore, if it is the power supply, you need a better one to test to see if that is it.

You need to take off the off/on wires and short across (only for an instance) the two pins (front panel header) and see if maybe your case off/on switch has gone bad. If it comes on, then the switch has left this world and you will need a new one.

Make sure you have the 12 volt molex plugged into this motherboard also or it will not work. Also, the Heatsink fan connected to the motherboard as well as the 24 pin ATX plug.

Addendum: I hate to be the bearer of not so good news, but those Neo-Power 480 power supplies have not been the most reliable through the years, so that could be an issue....it might have died. Just make sure you have a known good electrical outlet, a known good cord from the wall to the power supply, and the thing turned on correctly on the back of it.
