Is this a bad motherboard?

We have a few computers, different models, in the computer labs for the students that are giving us fits.

I have tested them all by remvoing ram, video cards, and whatever other add ons we have on them and then powering them on. It powers on, but the system doesn't POST. No beep codes are given either.

I tried using a power supply and ram from working systems of the same model. Still get the same results.

I would just like to be sures it's the motherboard before I tell the boss we need to buy a half dozen motherboards.
