well the problem is fixed now, i called up tech support and they said my current installation of windows was conflicting with the motherboard or something so i had to have a fresh install using the new motherboard...which is weird cause i've changed motherboards a few times and it's always worked fine

but just for your records, i did try safe mode and it would blue screen there too before it would load, and the blue screen would flash so fast you could barely see it...just long enough to tell it was a blue screen.
