P4P800 SE USB Problem

This is not the same problem mentioned in another thread of this same name, so don't refer me to it :)

I am having a problem with two of these boards, both brand new. In order for a USB device to be recognized by Windows and/or simply get power, the entire system must be rebooted whent he device is plugged in.

For example, I fire up the system with my USB mouse plugged in, and it works perfectly, but I then unplug the mouse and move it to a different USB port where it is not recognized by Windows and does not recieve power. This is the same with two other devices I have tried, and is not only restricted to peripherals that were already plugged in.

Note: This is on every USB port, including the self wired "Front of the case" ports.

Any advice would be very helpful :)
