Well one reason may be because we are talking windows - now I am a supporter of the Microsoft family of products but I am willing to admit that somtimes weird stuff happens. In all truth I am not to sure why you want to know the cause - if it seems to only happen randomly then so long as you have a fix then great! On the other hand if it happens every time then I am not as sure- one thing to consider is that the users are Human which means they could be doing and probably are doing somthing that is creating the problem that is our folly and right as humans - to make mistakes

My suggestion is that if you *really* need to know the cause get a comp put on the image and see what happens try doing difernt setups when you first boot, play with the computer and see if you can break it the same way...maybe then you will understand why...but I think that is going to take you more time than it is worth...

Oh but if you do the testing and find the source be sure to let us know for other forums and friends - to be honest I do not have a "Toshiba M7 tablet" pc so it is nearly impossible for me to give you an exact reason why. (maybe yu can ask Microsoft..jk ;)
