Any chance you can download ComboFix (and the other tools) using a different computer and transfer it to this one? Make sure you grab some Antivirus software if you can do this.
If not, do the Uninstall, Reboot to Safe mode, HijackThis fixes, Deletions, and Reboot to Normal mode. See if that fixes your download capability. If so, download the tools and run them. Make sure you run CleanUp! and AVG Anti-Virus in Safe mode.
Also, see if you can do the Online Scan.
