Computer will not boot up!!!!

I was going to reformat my computer...when i restarted it, and booted into the WindowsXP CD-ROM, it formated the drive....i left the house in the middle of this....when i returned i found the computer restarting over and over again...it should of been loaded into the windowsxp install screen. i tried installing it the second time, so when it restarted again it come up "disk read error...press CTRL+ALT+DEL to restart". The MBR recognizes all the drives and hard drive, but will not boot off the HDD. I am completely clueless on what to do....Is my HDD screwed?????
