Did you follow the instructions on that link? You should have an option to allow you to set your own page when the Norton Popup opens.

If that doesn't work.....
Open HijackThis and click on 'Do a System Scan Only'. Check the following entries if they exist
(make sure you do not miss any) and click
Fix Checked
R0 - HKCU\Software\Microsoft\Internet Explorer\Main,Start Page = http://securityresponse.symantec.com...r/fix_homepage
Close HijackThis now.
