Solution
According to the Techs at Computer Sonics, Tukwila, the problem was a motherboard short caused by incorrect grounding of the board to the chassis using the six standoffs required by this board. I had six standoffs and screws but according to them I screwed up somewhere. They did, somehow, get the board to consistently post with video but then I couldn't install WinXP without file copy errors and BSODs. I changed over to a Gigabyte GA-965P-S3 board and everything is working fine now. ComputerSonics would not accept the return of the ASUS board within their 30 day return period. They messed me about so much with this problem, and others, and I will not be using them as a source of components again.
