Defective RAM?

Hi. I posted here a while ago with questions about a Toshiba Satellite 320CDS. I decided to get more RAM for the laptop, so I ordered some:

I received the RAM today and installed it. (I'm pretty sure I installed it correctly; I heard it snap into place). I booted up my computer, and neither the BIOS nor the OS detected it. Is there some way to force my system to scan for changes, or should I try to return the RAM? Thanks.
