I had a similar problem with a Toshiba Satellite 1800-S203 and a Satellite 1730. I'm afraid if this is the exact same situation, your motherboard has short-curcuited. The CD playing function is controlled by one small chip, separate form the motherboard. If you can use that CD Player functionality, but the laptop itself refuses to turn on, you have a bad motherboard on your hands. Sorry for the bad news...
