This is the proper setup. The air blows down into your heatsink pulling cooler air from the side panel fan (if you have one) and pushing the hot air forcing it out from the heatsink. If the fan was blowing away from the heatsink it would not be able to move as much heat away by pulling the air as it does by pushing cooler air into the hot air.
