Over voltage

Hi everyone, I am after some advice as to what my problem may be, my system is a Gigabyte GA-81PE1000-G Rev3 ,Intel Pentium 4 Prescott,3EGHz,Legend DDR400 512MB x 2 ,256MB ATI Radeon 9259 ,2 x 80gig Seagate Barracuda, anyway it has been running sweet for 12 months now, that is until the other night, I was on my way out the door the otherday when passing my computer I saw a message on the screen, I cant remember it word for word but is said something like "something or other has detected an overvoltage or abnormal voltage in USB ports and will be shut down", as I was on my way out I just clicked on "ok" and headed out with the intention of looking into more when I returned. When I finally got back to look at it many hours later it had shut itself down and has never worked since, it simply wont post a thing, the CPU and case fans start and thats it, no display on the screen, no lights flash on the keyboard, just nothing, I have cleared the cmos, removed the battery for 30 mins but still no good. with the board stripped down to nothing but the cpu I get continuous high speed beeps. Can anyone suggest what may have went wrong or anything to try to get it fired up again, or even just how to tell if I need to replace the cpu or the board. I run a $150 Dick Smith surge and spike protection power board so I dont think the problem is caused by a surge.
Any help much appreciated as I use this system for work and am really struggling with out it.
