So far,it looks like either the motherboard or CPU.
One last thing to try.
Remove the motherbaord from the case and see if the
little brass standoffs that the motherbard mount to are in
the correct position.
They should be mounted only where they line up with the
holes in the motherboard.
If one is out of place,it can short the motherbord causing it
not to start,along with other problems.
Also,connect the speaker and other connectors required to boot it,
while it is outside the case and try to boot it.
This will indicate whether it was shorted or not.
