Pin Internet speed booster-evrox 2.1 (very important)

HI, I am new in this section forum and so hope that I am creating this thread in correct section. Even if not please help me out.
My connection is 64kbps 24hrs online connection through a XAVI X7721r+ router (please don't be shocked by the speed, this also cost a bomb in my country ). My brousers give me error masseges like "the page cannot be displayed or the server could not be located". Cleaning cache also does not help much. My router is connected to LAN card(VIA 10/100 Mbps Rhine II Fast Ethernet Adapter). I connect to the net directly without any dialling.

I came to know about a software named "EVROX 2.1" which claims to increase net speed at least twice. Is it really so? I am not going to use the software unless I get some assurance from you guyes. If there is any other software/process please let me know
My ISP provider,s technician installed a software called Dr. TCP and told me not to change/remove it. But that also didnot help. The browserfailure occurs even sometimes when ping.exe is responding.

My computer is free from all types of malware/dialer/virus etc. I have the following programs up and running always- they are ZONE ALARM, SPYGUARD, TEATIMER from SPYBOT S&D, AVG CONTROL CENTER. I also configured my ZA firewall to the best of my knowladge (though I don't consider my knowladge even near half complete - so any advice in this matter will be heartily welcomed).

Thank You and please help.
