Clear your Temp and Temporary Internet Files: Go to
Start >
Run and type
cleanmgr in the box. Let it scan your system for files to remove. Make sure
Temporary Internet Files and
Temporary Files checked' and click
OK.
If you still cannot get into Safe Mode, try deleting these from Normal Mode.

Go ahead and delete those along with these
files:
C:\WINDOWS\system32\
lmf32v.dll
C:\WINDOWS\system32\
SWin32.dll
Reboot your system.
How is your system behaving now? Can you get into Safe Mode yet?
