I had the same problem, when I checked the CPU usage in Task manager / processes, I found it was spoolsv.exe eating it all up, when I then checked my printers there was a print job still deleting. So I ran services.msc and stopped the spooler then went to C:\WINDOWS\system32\spool\PRINTERS deleted the files then re-started the spooler again, CPU back to normal. Worth checking before you spend hours looking fro something that may not be there.
