If it were my computer, I would would use some sort of utility like Partition Manager to resize C to be around 12GB & keep Windows there. Then create a new partiton, E to be 3-4 GB. The remainder of the disk space may be used on D. There's a reason for creating E. In the event of an emergency, I can install another OS into E & use that to access/repair whatever's troubling C.
It may be wise to pose this query in the WIndows forum. Afterall, this is the malware forum.
