New Motherboard...No Video/BIOS on boot

My father has asked me to help him with his PC problems.I don't yet know what his reason is for changing out the motherboard, but with a new board, he is not getting a beep or video. The fans and harddrive all power up, and I did notice that the keyboard has power (num lock).

His original system was an eMachine T2082 (AMD Athlon Xp 2000+). He replaced the original board with an Abit VA-20 and carried over the same processor and memory. For memory he has one 256mb stick (PC 2100 DDR 266mhz). Oh and he also changed out the powersupply.

He is using onboard video and does not have a video card. Of course he has never had a chance to even see the bios screens.

The only thing I have tried so is resetting the cmos via jumper.

I do know that I need to have him check the CPU frequency jumper. I think I remember him saying that he may have selected 166, out of 100, 133, 166, and 200. I believe this needs to be set to 133. Is this something that can cause the problem stated above?

I was just trying to think about all of the possibilities that could be causing this problem.
