Ok, I did the HJT deletions, and uninstalled Cram Toobar as well found all files and deleted those except:

C:\WINDOWS\system32\msctl32.dll

It didn't allow me to delete.

I did this all in Safe Mode and as well ran cleanup and rebooted but I still get 'Windows is starting up' and it stops there. I cannot connect to the Net via Safe Mode in order to download the other fixes.
