Did you try disabling Norton??
Something is preventing internet access, and the scans conclude it's unlikely a malicious virus.
Let's see if there's a setting in Internet Explorer that's causing this problem. Go into Internet Explorer->Tools->Internet Options->Connections tab. Click on your default connection and click on the Settings button. Then check the box that says 'Automatically detect settings'. Then uncheck 'Use a proxy server for this connection' if it's checked.
If that fails:
Let's try registering Internet Explorer's DLL files. Go to Start->Run and copy and paste the following into the Run box and hit OK (go to Start->Run again for each one):
