Open up Notepad and paste everything below into it.

Code:

 REGEDIT4

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\System]
"DisableRegistryTools"=dword:00000000

Remove the spaces in 'current'

Save the file as "fix.reg" (inclusive of the quotes)
Double-click on it & answer YES when prompted to merge into the Registry.

Can you now open the registry?
