Corrupt Profile
Create a new user in add/remove users. Log in as the new user.
See if the start menu still freezes. If it does not freeze, you have a corrupt user profile.
The best way to deal with this is to log on as administrator and copy your old profile to the new one you just created. After that, you can delete the old profile. If you don't know how to create , copy and delete profiles, post again and I will give you the details.
