New 9800GT not working... bad card?

Hey,

I just bought a PNY 9800GT (energy efficient edition) video card to replace my old 7600GS, but after installing the new card I was dismayed to hear the dreaded video error beep code, and my monitor did not emerge from sleep mode. I switched the cards back and forth a few times; the old one always worked, while the new one only yielded the same beep code every time, even after jostling it around and cleaning the contacts repeatedly. Is this an issue with my PSU or is it just RMA time?

My specs:

Chaintech MTM-K800 motherboard (I think)
Athlon 64 Clawhammer 2.4 Ghz CPU
2GB PC3200 RAM (2 sticks)
Thermaltake 430W PSU
