It's not a burning electrical smell, more like burning plastic. I don't have any money to spend right now either. I know for a fact it's not overheating, but would a PSU just randomly cut out power to the gpu? If I try turning it on right after like when I get into windows, or even the POST screen it will go out again. When I turn my gpu fans to 100% it lasts longer.

A PSU will shut off if it's being asked to draw more power than it can deliver. It's a common issue when low-quality PSUs are asked to power more than they can handle. Also, the smell of burning computer parts
is the smell of burning plastic.
