I can tell you that it is the application's job to set the bit, and the OS's job to process it. Therefore, it is difficult to address the rpoblem without knowing more about what is happening.
There are applications availableto assist with this function, and they all cost some $$$. I haven't run into this problem, before, so I don't have any "hone grown" solutions.
