I called the dealer and waited on hold for 5 minutes. The guy finally came back and said he could find nothing in their computer/catalogue about this device.
So, having no time to re-invent GM, I ran the strap into the trunk and clipped it inside the edge of one of the holes cut into the sheet metal in the upper part of the trunk area but not the inside of the trunk lid itself.

Don't know how strong that bit of sheetmetal will be in a serious crash but I think the seat is quite tightly secured with the belt.
I do have some concern about the possibility of a sideways jerk from side impact, though I don't expect it to spin around.
