Enter the system setup by pressing F2 om boot. Look for Boot Sequence make sure the hard drive is listed first and USB drive last.

The XPS600/700 did have issues with the G15 keyboard that I don't think were ever resolved Dell's answer at the time was to use the supplied keyboard. Great answer/

They also did not like having a heavy usb power draw during the bios stage.
