I don't think your location should have anything to do with it, and the entries look good.
Port 80 has "two" sides, an external and internal. The external port 80 should always be open, because that is what is used to access web sites hosted on port 80. However, the internal side is the side when you are trying to host a web server or other application on port 80. Then, the ISP may block incoming traffic on port 80, but again, the outgoing traffic should always be open.
