Installing OS problem--- Bootmgr is missing

Ok guys, so I got a copy of Vista, and when I turn my new custom build on I get this message that says Bootmgr is missing. Press ctrl+alt+delete to restart. Every time I restart I get the same message... My computer is not booting the os off the disc at all. (Keep in mind that this is a just built machine with no previous os installed)

Any ideas of what to do guys? ... My only guess is that maybe there is something wrong with my copy of vista? or possibly my pc isnt booting the disc for some reason? Is there some kind of trick for installing an OS on a brand new computer?

....and btw this copy of vista is a *cough* uhhmmm copy....so maybe that could be the problem to begin with
